Default What does stakeholders mean?

Okay im doing a civics assignment on littering, information about it and an action plan, one of the questions is:

1) Who are the stakeholders (people effected/involved in the issue) and what are their interests?

I know like the definition is in brackets but it confuses me lol, is it asking:

Who is responsible for littering?

so who is? :\

In the case of littering I imagine it would mean the people affected by littering, not the people responsible for littering. Home and property owners would be a good example.

The local authorities might play a role in the clean-up and prevention of littering. Where I live, there are street-sweepers run by the local Council who are stakeholders. Even animal conservationists and vets are stakeholders because lots of animals get stuck in the plastic rings that bind cans together.

In some Asian countries they cut off your hand for littering!

In this case, stakeholders means exactly what the brackets say. Anyone who feels either the direct or secondary effects of littering would be a stakeholder. For example, the people next door who have to see the trash, the people who have to pick it up, et cetera.
